پاکستان میں متعین روس کی سفیر ڈینیلا گانچ نے اسلام آباد انسٹی ٹیوٹ آف پولیٹیکل ریسرچ (آئی پی آر آئی) میں ایک سیمینار کے دوران سوال کا جواب دیتے ہوئے کہا کہ روسی حکومت کے تعاون سے علامہ اقبال اوپن یونیورسٹی کی بنیاد پر پاکستان میں روسی زبان کے کورسز کا آغاز تعلیم کے شعبے میں دوطرفہ تعاون کو فروغ دینے کا ابتدائی مرحلہ ہے۔ انہوں نے کہا کہ ہماری تجاویز کو عملی جامہ پہنانے کے لیے ہم پاکستانی حکومت اور پاکستان کی یونیورسٹیوں کے بے حد مشکور ہیں جنہوں نے اس کاوش کو عملی جامہ پہنایا. روسی سفیر نے کہا کہ ہم نے علامہ اقبال یونیورسٹی میں ایک تعلیمی مرکز کھولا ہے۔ یہ آن لائن اور کل وقتی فارمیٹ میں تربیتی پروگرام فراہم کرتا ہے۔ ان کا کہنا تھا کہ روسی زبان سیکھنے والے طلباء کی تعداد اس وقت کئی سو افراد پر مشتمل ہے۔

پاکستان میں روسی زبان سیکھانے کے حوالے سے بات کرتے ہوئے انہوں نے کہا کہ یہ انتہائی اچھا اقدام ہے، اس کے علاوہ ماسکو اور اسلام آباد کے درمیان لسانی تعاون دو طرفہ ہونا چاہیے اور ہمیں بھی روس میں اردو پڑھانی چاہیے،ہمیں روس میں اردو زبان کے ساتھ ساتھ یہاں پاکستان میں روسی زبان کی پوزیشن مضبوط کرنی چاہیے۔

روسی سفارتی مشن کے سربراہ نے ریاستی کوٹے کے وجود کے بارے میں بھی بات کی، جس کے فریم ورک کے اندر اسلام آباد کو ہر سال 50 طلباء کو روسی اعلیٰ تعلیمی اداروں میں تعلیم حاصل کرنے کا موقع حاصل ہے۔ اس تناظر میں انہوں نے دونوں ممالک کی یونیورسٹیوں کے درمیان براہ راست تعاون کو فروغ دینے کے ساتھ ساتھ اس طرح کے اقدامات کی بحالی کے لیے نجی سرمایہ کاری کو راغب کرنے کے امکانات کا تصور پیش کیا۔

یاد رہے رواں برس مئی ٢٠٢٣ میں علامہ اقبال اوپن یونیورسٹی اور روس کی اورآل اسٹیٹ پیداگوگیکل یونیورسٹی کے درمیان پاکستان میں آن لائن روسی زبان کے کورسز کا آغاز کیا گیا۔ پاکستان کے 12 ہزار سے زائد شہریوں نے روسی زبان سیکھنے کے لیے سائن اپ کیا۔ اس اقدام کے تسلسل میں دو تعلیمی اداروں نے 21 اگست 2023 کو اسلام آباد میں روسی زبان اور ثقافت کے مطالعہ کے لیے ایک مرکز کھولا۔
