بین الاقوامی دہشت گردی اور سلامتی کو درپیش دیگر چیلنجز سے نمٹنے کے بارے میں پاکستان اور روس کے مشترکہ ورکنگ گروپ کا دسویں اجلاس اسلام آباد میں منعقد ہوا۔ اس اجلاس کی مشترکہ صدارت سفیر سید حیدر شاہ، ایڈیشنل سیکرٹری وزارتِ خارجہ پاکستان اور سفیر سرگئی ورشینن، روسی فیڈریشن کے نائب وزیر خارجہ
نے کی۔

اس اجلاس کے دوران دونوں فریقوں نے افغانستان، وسطی اور جنوبی ایشیا اور شمالی افریقہ کے حالات پر خصوصی توجہ مرکوز کرتے ہوئے عالمی اور علاقائی دہشت گردی کے خطرات پر طویل گفتگو کی۔ اس دوران فریقین نے دہشت گردی کے حوالے سے پیچیدگی اور مسلسل چکنا رہنے کی ضرورت پر زور دیا۔

اس اجلاس میں دونوں فریقوں نے دہشت گردی سے نمٹنے کے لیے اپنی اپنی قومی حکمت عملیوں اور عملی اقدامات کا طریقہ کار پیش کیا۔ پاکستان اور روس نے دہشت گردی کے خلاف وسیع تر جنگ میں قومی کوششوں کی اہمیت کو اجاگر کرتے ہوئے اپنے تجربات اور بہترین طریقوں کا اشتراک کیا۔

واضح رہے یہ ملاقات پاکستان روس دوطرفہ انسداد دہشت گردی تعاون کے پس منظر میں باقاعدہ تبادلوں کا حصہ تھی۔ دونوں فریقوں نے اس طرح کے تعاون کے باہمی فائدے پر زور دیتے ہوئے دہشت گردی سے مؤثر طریقے سے نمٹنے کے لیے مشترکہ کوششوں کو مضبوط بنانے پر بھی اتفاق کیا۔

اقوام متحدہ اور شنگھائی کوآپریشن آرگنائزیشن (SCO) جیسے کثیر جہتی فورمز میں تعاون بڑھانے پر بات چیت خاصی نتیجہ خیز رہی۔ دونوں فریقوں نے دہشت گردی کی مالی معاونت سے نمٹنے اور انسداد دہشت گردی کے دیگر اہم شعبوں میں مل کر کام کرنے کا عزم کیا۔

دونوں فریقین نے بنیاد پرستی کی مختلف شکلوں، دہشت گردانہ نظریات کے پھیلاؤ اور دہشت گردی کے مقاصد کے لیے انفارمیشن اور کمیونیکیشن ٹیکنالوجی کے غلط استعمال پر بھی تبادلہ خیال کیا۔ اجلاس میں فریقین نے ان تمام چیلنجوں سے نمٹنے کے لیے جامع حکمت عملی کی ضرورت پر اتفاق کیا۔

اس اجلاس کا اختتام پاکستان اور روس دونوں کے دہشت گردی کے خلاف جنگ میں تعاون جاری رکھنے کے عزم کے اعادہ کے ساتھ ہوا۔ فریقین نے علاقائی اور عالمی سلامتی کو برقرار رکھنے میں اپنی شراکت داری کی اہمیت کو تسلیم کیا۔ یاد رہے اس سلسلے میں ورکنگ گروپ کا اگلا اجلاس آئندہ برس 2024 میں ہوگا۔
