5,فروری یوم کشمیر کا تاریخی جائزہ

مقبوضہ جموں و کشمیر برصغیر پاک و ہند کے شمال مغرب میں واقع ہے جس کا کل رقبہ 69547 مربع میل ہے۔ یہ ریاست 1947 ءکے بعد بھارتی ناپاک اقدام کی وجہ سے جموں وکشمیر میں تقسیم ہو گئی۔ اِس وقت بھارت 39102 مربع میل پرجبری طور قابض ہے جو ”مقبوضہ کشمیر“ کہلاتا ہے۔ اس کا دارالحکومت سری نگر ہے، بقیہ علاقہ آزاد کشمیر کہلاتا ہے جو 25 ہزار مربع میل رقبہ پر پھیلا ہوا ہے اور اس کا دارالحکومت مظفر آباد ہے۔ ریاست کی کل آبادی ایک کروڑ کے قریب ہے جس میں سے 40 لاکھ آزاد کشمیر میں ہیں۔
ہندو راجاؤں نے طاقت کے زور پر تقریباً سینکڑوں سال تک اس علاقے پر حکومت کی۔ 1846ء میں انگریزوں نے ریاست جموں وکشمیر کو 75 لاکھ روپوں کے عوض ڈوگرہ راجا کے ہاتھوں فروخت کر دیا۔ کشمیر کی 80 فیصد آبادی مسلمانوں پر مشتمل تھی –
1931ء کا سال ریاست جموں و کشمیر کی تاریخ میں سیاسی اہمیت کا حامل ہے مہاراجہ ہری سنگھ کی شخصی حکومت کے خلاف سیاسی تحریکوں کا سال تصور کیا جاتا ہے۔
اپریل کے مہینے میں جمعے کے خطبے کے موقع پر امام مسجد, مصر کے حکمران فرعون کے بنی اسرائیل کے ساتھ رکھے گئے ناروا سلوک کے موضوع پر خطاب کر رہے تھے کہ پولیس نے انھیں خطبہ جاری رکھنے سے اس بہانے روک دیا کہ یہ موضوع عوام میں مہاراجہ کی حکومت کے خلاف بغاوت کے جذبات پیدا کر سکتا ہے۔
چند ہفتوں بعد جون میں جموں جیل اور اس کے چند روز بعد سرینگر میں توہین قرآن کے دو مبینہ واقعات یکے بعد دیگرے پیش آئے۔ ان دونوں مبینہ واقعات نے ریاست جموں و کشمیر کے مسلمانوں میں اضطراب کی لہر دوڑا دی۔
محقق رشید تاثیر لکھتے ہیں کہ سرینگر میں ان واقعات کے خلاف احتجاج کی ایک زبردست لہر اٹھی۔
شمال مشرقی سرحدی صوبے کا ایک نوجوان عبدالقدیر جو ایک انگریز سیاح کے ساتھ ان دنوں سرینگر میں مقیم تھا، اچانک ایک احتجاجی مظاہرے میں نمودار ہوا اور اس نے مہاراجہ کے محل کی طرف اشارہ کرتے ہوئے کہا کہ احتجاج سے کچھ حاصل نہ ہو گا، ’اس محل کا گھیراؤ کرنا ہوگا ۔ اسلحہ ہمارے پاس نہیں لیکن پتھر اور اینٹیں تو ہیں‘۔
احتجاجی مظاہروں میں عوام کی بڑے پیمانے پر شرکت کا ذکر کرتے ہوئے سرینگر کے ممتاز مصنف پریم ناتھ بزار لکھتے ہیں کہ احتجاج میں بھرپور عوامی شرکت کا سبب مہاراجہ کی انتظامیہ کا شہریوں کے ساتھ کیا جانے والا بدترین سلوک تھا۔
عبدالقدیر کی تقریر ایک بڑے طوفان کا پیش خیمہ ثابت ہوئی جس نے کشمیری سیاست کی جہت ہی بدل ڈالی۔
بغاوت پھیلانے کے جرم میں عبدالقدیر کو حراست میں لے لیا گیا۔ عبدالقدیر کی تقریر نے کشمیری مسلمانوں میں بیداری کی ایک ناقابل یقین لہر پیدا کی۔ سینکڑوں لوگ عبدالقدیر خان کی ایک جھلک دیکھنے عدالت کے باہر جمع ہوئے۔ 13 جولائی 1931ءکو بھی عبد القدیر کے کیس پر بحث ہو رہی تھی کہ عوام کا ایک ہجوم امنڈ آیا۔
ایک نمایاں تعداد عدالت کے احاطے میں داخل ہونے میں کامیاب ہوگئی اور ایک بہت بڑی تعداد باہر رہ گئی۔
ظہر کی نماز کے وقت پولیس اور مظاہرین کے درمیان دھکم پیل شروع ہوئی جو جلد ہی فائرنگ میں بدل گئی۔ اکیس افراد موقع پر ہلاک ہوگئے, جنھیں اکھٹے ایک ہی جگہ دفن کر دیا گیا۔ اس قبرستان کو ’مزار شہیدا‘ کہا جاتا ہے اور ہر سال ان شہدا کی برسی لائن آف کنٹرول کے دونوں حصوں میں نہایت عقیدت و احترام کے ساتھ منائی جاتی ہے۔
یہ خبر جنگل کی آگ کی طرح انڈیا اور بالخصوص پنجاب میں پھیلی۔ امرتسر، لاہور، لکھنؤ اور دہلی سمیت کئی ایک شہروں میں مہاراجہ ہری سنگھ کی حکومت اور کشمیریوں سے اظہار یکجہتی کے لیے احتجاجی مظاہرے ہوئے۔ علامہ محمد اقبال بھی اس احتجاج کی اپیل کرنے والوں میں شامل تھے۔
برصغیر کے سیاسی رہنماؤں پر مشتمل ایک کمیٹی بنائی گئ,
علامہ اقبال بھی اس کمیٹی کے رکن تھے اور بعد میں انھیں کمیٹی کا سربراہ بھی بنا دیا گیا۔ اگرچہ ہندو پریس نے اس کمیٹی کے قیام کی سخت مخالفت کی لیکن کمیٹی نے کشمیریوں کی مدد کے لیے عطیات جمع کیے اور قابل وکلا کی خدمات بھی حاصل کیں جن میں پاکستان کے پہلے وزیر خارجہ سر ظفراللہ خان بھی شامل تھے۔
سر ظفر اللہ خان نے سرینگر کی عدالتوں میں پیش ہو کر زیرحراست کشمیریوں کے مقدمات کی مفت پیروی کی۔
اگرچہ باہمی اختلافات کی وجہ سے کشمیر کمیٹی چند سال بعد غیر مؤثر ہو گئی –
5,فروری کا دن کشمیریوں سے اظہارِ یکجہتی کا دن ہے۔ یہ دن منانے کا سلسلہ گذشتہ کئی سالوں سے بلا تعطل جاری ہے جس میں پاکستان اور دنیا کے کئی ممالک میں بسنے والے پاکستانیوں کی سیاسی اور مذہبی جماعتیں احتجاجی جلسے منعقد کرتی ہیں اور سرکاری سطح پر تقریبات کا انعقاد ہوتا ہے۔
شیخ عبداللہ اور اندرا گاندھی کے درمیان ہونے والے معاہدے کے وقت 1975ء میں وزیر اعظم ذوالفقار علی بھٹو نے 28 فروری کو کشمیریوں کے ساتھ اظہار یکجہتی کا دن منانے کا اعلان کیا۔ اس دور کی میڈیا رپورٹس بتاتی ہیں کہ یہ احتجاج اس قدر سخت تھا کہ پورا پاکستان بند ہو گیا۔ یہ دن منانے کی تجویز وزیر اعظم بھٹو کو دینے والوں میں جماعت اسلامی کی سربراہ قاضی حسین احمد کے علاوہ آزاد کشمیر کے اس وقت کے صدر و بانی صدر آزاد حکومت سردار محمد ابراہیم خان پیش پیش تھے۔
تاہم کشمیریوں کے ساتھ یکجہتی کے اظہار کے لیے ایک دن مخصوص کرنے کا مطالبہ 1990ء میں قاضی حسین احمد نے میاں نواز شریف کی مشاورت سے کیا اور اس کی فوری تائید وزیر اعظم محترمہ بے نظیر بھٹو نے بھی کی۔
جماعت اسلامی کے امیر قاضی حسین احمد نے وزیر اعلیٰ پنجاب میاں نواز شریف کی مشاورت سے کشمیر میں تحریک آزادی کی حمایت کا اعلان کیا گیا اور 5 فروری 1990ء کو یوم یکجہتی کشمیر کے طور پر منانے کا اعلان کر دیا۔ 
تاہم اس دن کو سرکاری طور پر منانے کے آغاز 2004ء میں ہوا جب اس وقت کے وزیر اعظم میر ظفر اللہ خان جمالی اور وزیر امور کشمیر و گلگلت بلتستان آفتاب احمد خان شیرپاؤ نے یہ دن سرکاری طور پر منانے کا اعلان کیا۔ پانچ فروری 2004ء کو وزیر اعظم جمالی نے مظفر آباد میں پاکستان کے زیر انتظام کشمیر کی قانون ساز اسمبلی اور جموں و کشمیر کونسل کے مشترکہ اجلاس سے خطاب کیا۔ تب سے یہ روایت چلی آ رہی ہے کہ ہر سال اسی دن یہ مشترکہ اجلاس منعقد ہوتا ہے اور وزیر اعظم پاکستان یا ان کا نامزد نمائندہ اس اجلاس میں ضرور شامل ہوتا ہے،
