روسی صدر ولادیمیر پوتن نے حکومتی عہدیداروں کو ہدایت کی ہے کہ وہ قوت خرید میں جی ڈی پی کے لحاظ سے دنیا کی سب سے بڑی چار بڑی معیشتوں میں روس کے داخلے کو یقینی بنائیں۔ رواں برس فروری میں وفاقی اسمبلی سے خطاب کے بعد صدر پوتن کی طرف سے دی گئی ہدایات کی فہرست کریملن کی ویب سائٹ پر شائع کی گئی ہیں۔ روسی حکومت کو ٣١ مارچ ٢٠٢٥ تک سربراہ مملکت کو اس حوالے سے کی جانے والی پیشرفت کی اطلاع دینی ہوگی اور پھر سالانہ رپورٹس بنانا ہوگی۔

روسی صدر نے خاص طور پر حکومت کو ہدایت کی کہ مینوفیکچرنگ انڈسٹری میں ٢٠٢٢ کے مقابلے میں ٢٠٣٠ تک مجموعی اضافی ویلیو کی سطح کو کم از کم ٤٠ فیصد تک بڑھایا جائے، جی ڈی پی میں درآمدات کا حصہ کم کر کے ١٧ فیصد کیا جائے، اور توانائی کی برآمدات میں کم از کم دو تہائی اضافہ کیا جائے۔ حکم نامے کے متن میں کہا گیا ہے کہ حکومت کو آہستہ آہستہ کم مالیاتی صلاحیت والے خطوں کی تعداد کو بھی کم کرنا چاہیے۔
