روس کے نائب وزیر خارجہ نے کہا ہے کہ ماسکو ایٹمی ہتھیاروں کے استعمال میں پہل نہ کرنے کی تجویز سے متعلق چین کی جدت عمل کا خیرمقدم کرتا ہے۔ روس کے نائب وزیر خارجہ سرگئی ریابکوف نے ایٹمی ہتھیاروں کے استعمال میں پہل نہ کرنے کی چینی تجویز کو منطقی قرار دیتے ہوئے اس کی قدردانی کی اور کہا کہ روس ایسی عاقلانہ تجویز کا جائزہ لے رہا ہے۔ انھوں نے کہا کہ روس اس سلسلے میں مغرب کا شفاف موقف جاننا چاہتا ہے اور وہ چاہتا ہے کہ مغرب اس بات کو واضح کرے کہ وہ اس تجویز کا جائزہ لینا چاہتا ہے یا نہیں۔

ہتھیاروں کے کنٹرول کے چینی وزارت خارجہ کے محکمے کے سربراہ سان شیاؤ بو نے ایٹمی ممالک سے اپیل کی ہے کہ وہ ایٹمی ہتھیاروں کے استعمال میں پہل نہ کرنے کے ایک معاہدے پر دستخط کریں۔

واضح رہے کہ روسی صدر ولادیمیر پوتن نے اس سے قبل ایک ایسے قانون پر دستخط کئے تھے جس کی بنیاد پر ہتھیاروں پر کنٹرول سے متعلق امریکہ کے ساتھ روس کا طے شدہ معاہدہ معلق ہو گيا ہے۔ روسی صدر نے اپنے اس اقدام کی وجہ کے بارے میں کہا ہے کہ روس نے اسٹارٹ نیؤ معاہدے کو جنگ یوکرین میں امریکی مداخلت کی بنا پر معلق کر دیا ہے۔
